PROBLEM TO BE SOLVED: To provide a dielectric board using a high dielectric constant material by which a plane antenna is made small and power can efficiently be distributed to a radiation plane and a power radiation slot, and to provide an antenna using the dielectric board. SOLUTION: The dielectric board 5 used for a plate antenna or the like consists of an air layer 61 and/or a low dielectric constant layer 62, and a high dielectric constant layer 7, which are laminated with each other. The power excited from a feeding point 1 is given to the air layer of the dielectric board, where an object power distribution is formed, and excited in the high dielectric constant layer. The concentration of power is enhanced according to the power distribution that is formed and the nonlinearity specific to the high dielectric constant material attended with the delivery of the power in the high dielectric constant layer, and the concentrated power is delivered to slots 4 acting like radiation ports. As a result, the small-sized antenna with a high radiation efficiency can be realized.
