PROBLEM TO BE SOLVED: To appropriately control a transmission power without losing the merit of high speed or high efficiency in packet communication or the like by controlling the transmission power of a pilot signal on the basis of received transmission power control information and controlling the transmission power of a transmission signal as well. SOLUTION: Not only a bit for controlling a pilot signal level but also a bit for controlling a transmission signal power level are inputted to a power control part 120 of a terminal station. Then, the power control part 120 controls the transmission power in the case of transmitting only the pilot signal on the basis of the power control bit for controlling the pilot signal level. Besides, the pilot signal level is determined by fetching the power control bit for pilot signal level, a fixed ratio is multiplied to this level, the reference value of the transmission signal level is determined, afterwards, the final transmission signal level is determined by correcting the reference value level on the basis of the power control bit for controlling the transmission signal power level, and the gain of a power amplifier part 119 is controlled.
