PROBLEM TO BE SOLVED: To obtain an apparatus and a method in which a target can be compared with a reference object objectively and quantitatively and in which the target can be evaluated objectively and quantitatively. SOLUTION: On the basis of the resolution of a distance, an image processing operation is executed, by a target-element extraction part 7, to a radar image which is created on the basis of a signal received by a reader reception part 1. The image of a target is created. The direction and the feature amount of the target are calculated by a target-feature-variable calculation part 8 on the basis of the image of the target. On the other hand, a reference image is created by a simulation-target-image creation part 9 on the basis of the direction or the like of the target from three-dimensional data on a prescribed target candidate. The feature amount of a target candidate is calculated by a simulation-target-feature-variable calculation part 10 on the basis of the reference image. Then, by a feature-amount comparison part 11, the feature amount of the target is compared with the feature amount of the target candidate, and the result of their comparison is output as a discrimination result.
