PROBLEM TO BE SOLVED: To make it possible to select a telecommunication common carrier line at the time of calling and to realize a more accurate least cost routing(LCR) function by accumulating a calling rate in each telephone communication common carrier in each telephone set at the end of calling and preparing a rate information table in each telephone set by reflecting each calling information to the table. SOLUTION: A rate information table taking the habits of a user of each telephone set into consideration is prepared in each of plural common carriers by using calling information such as the telephone number of a called party, calling time, a calling day of a week, and speaking time in each of plural stored telephone sets. When a certain line is selected on the basis of the rate experience table at the time of calling, an enterprise line capable of minimizing a calling rate can be always selected in each telephone set. Plural rate experience tables are prepared in accordance with differences of distances from respective called parties. A calling rate is always added to the rate experience table after the end of each call. It is also available to prepare a rate experience table in each previously set optional period and update it.
