PROBLEM TO BE SOLVED: To keep normal the speech service state of terminal with a minimum channel resource change by providing a second stage for setting a traffic channel, which is not used for speaking at a current time point, and a third stage for keeping normal the speech service of the terminal or the like. SOLUTION: When any fault occurs in an overhead channel and normal operation is not performed, the traffic channel, which is not used for speaking at present, is set by the base station while managing a data base (S5), the set traffic channel is not initialized but only the state is changed and a dynamic over channel is speedily operated (S6). In this case, the number of overhead channels per channel card is calculated and the overhead channel is equally allocated for each channel. Therefore, the dynamic overhead channel is normally operated and the speech service of the terminal is kept normal (S7). |
