PROBLEM TO BE SOLVED: To prevent faulty fixing from occurring and to prevent component parts from being deteriorated and damaged by selecting a duty ratio corresponding to input voltage stored in a storage means from plural energizing tables and heating a heater part. SOLUTION: A CPU 8 obtains the rise width of the surface temperature of a heating roller 3 based on detection information from a detection part 11 at the time of energizing a halogen lamp 2, and collates the rise width with power and the result of temperature rise width shown in a table 13 stored in a RAM 12, and selects an input voltage value nearest to the rise width shown in the table 13 and the actually detected rise width. Plural energizing tables having the duty ratio corresponding to the input voltage divided into three between 95 V to 105 V, for example, are stored in a ROM 14. The CPU 8 selects the duty ratio corresponding to the input voltage stored in the RAM 12 from the plural energizing tables and heats the lamp 2 based on the selected duty ratio so as to control the surface temperature of the roller 3 to be a target temperature.
