PROBLEM TO BE SOLVED: To freely grasp the state of each building without preparing a homepage peculiar to each building control system and from anywhere by storing a common standard homepage in one of Web servers and allowing the Web server of each building to download the standard homepage so as to prepare the home page of the building. SOLUTION: A building control device as a building monitoring panel delivers and receives a monitoring signal/control signal between with building equipment. A PC with a Web server at each building downloads the standard picture of the standard homepage of the building from the PC with the Web server storing the standard homepage (S51) and prepares a correspondence table between the displayed contents of the homepage and the database of an input signal (monitoring information 9 from the building control information (S52). Then, when the input signal is varied, the correspondence table is rewritten and the state display of the standard homepage is varied into the state of the input signal to prepare the standard homepage of the building.
