PROBLEM TO BE SOLVED: To provide a hot water floor heater which can enhance the temperature rising performance of end parts of a floor heating panel and moreover, achieve excellent workability and reliability. SOLUTION: Two headers 5 are arranged at an interval on a ground floor and downward grooves 9 opened downward are disposed respectively at rear parts on the side of both end parts 2a in the longitudinal direction E of a floor heating panel 2 containing a hot water pipe 3. End parts 3a of the hot water pipe 3 protrude into the repective downward grooves 9. Openings 10 for operation are provided at parts of the respective downward grooves 9 being opened above the floor heating panel 2 while communicating with the downward grooves 9. The above two headers 5 are housed individually into the respective downward grooves of the floor heating panel 2 installed on the subfloor. Pipe connection ports 5a of the headers 5 are connected to the end parts 3a of the hot water pipe 3 in the openings 10 for operation.
