PROBLEM TO BE SOLVED: To prevent an extreme stress from concentrating on concrete casks when they are stacked in two layers and those in the upper and lower layers are fastened to each other by some fastening means. SOLUTION: A canister 2 that houses a basket 3 accommodating spent fuels 4 is stored in a concrete cask 1, which is constituted in such a way that the spent fuels 4 are stored while being cooled from the outer circumferential side of the canister 2 by introducing air into the concrete cask 1 from below it. In this case, the concrete casks 1 are stacked in two upper and lower layers and the one in the upper layer is fastened on the one in the lower layer by a tie rod 25.
