PROBLEM TO BE SOLVED: To improve the transmission efficiency of a broadcast system and then to shorten the reception time of attached information. SOLUTION: A program producing device 104 combines program object data received from an object input device 102 to produce program management data including at least a use start time and a use end time of each of program object data and scene description data denoting temporal and spatial layout of each of the program object data and stores them to a program storage device 103. A program transmitter 105 reads program configuration data sequentially from the program storage device 103 at a predetermined broadcast time, an encoder group 106 compresses the data, a multiplexer 107 multiplexes the compressed data to obtain data of one program and a transmitter 108 transmits the data as a broadcast signal. A re-transmission data management device provided to the multiplexer 107 repetitively multiplexes received program configuration data within a permissible time and selects and multiplexes only program object data required at present in the case of re-transmission.
