PROBLEM TO BE SOLVED: To obtain a film scanner, a film negative and positive deciding means and a storage medium, which can stable decide whether a film is negative or positive without being influenced by the dispersion of film base density and the deterioration of an element for image reading. SOLUTION: In an optical information part (perforation part) of a developed positive film, a maker name of the film, a film type and the characters and codes of a frame number or the like, are shown in void at a strip black part, whereas in the optical information part of a developed negative film, the characters and codes are shown with a dark color in orange masking. The average value of G(green) values in each pixel in read data of the optical information part is calculated (S71), when the green value of the pixel is larger than the average value, it is defined as a dark part, and in the other cases, the pixel is defined as a bright part (S72). The optical information part is divided into a dark part and a bright part in this way (S72), when a lump of dark parts is larger than a prescribed value, it is decided as a positive film (S74 to S76) and when it is less than the prescribed value, it is decided as a negative film (S74, S75 and S77).
