PROBLEM TO BE SOLVED: To increase electrostatic capacity and reduce equivalent serial resistance by a method wherein, after a wound element is manufactured, before a conductive polymer layer is formed, an anode foil of the wound element is subjected to chemical reconversion, and the wound element is heated under a dry atmosphere. SOLUTION: In this manufacture of a solid electrolytic capacitor, a wound element 7 is manufactured by winding an anode chemical conversion foil 1 and an counterposed cathode foil 2 via a separator 3. An anode lead terminal 51 and cathode lead terminal 52 are respectively led out from the anode chemical conversion foil 1 and opposite cathode foil 2 via an anode lead boss 61 and cathode lead boss 62. After a valve action metal foil of aluminum, or the like is etched, it is subjected to chemical conversion to form a chemical converted film, and is cut out in dimensions of the wound element. Furthermore, after the wound element 7 is manufactured, the anode foil of the wound element is subjected to chemical reconversion processing. In this chemical reconversion processing, a plurality of wound elements 7 are dipped in a chemical conversion agent, while a positive voltage is applied thereon. Furthermore, the wound element 7 which has been subjected to the chemical reconversion processing is heated at 150 to 300 deg.C.
