PURPOSE: A video monitoring system using communication networks is provided to establish an unmanned monitoring device having a camera in areas difficult to monitor in order to monitor a predetermined area in other places using communication networks. CONSTITUTION: An unmanned monitoring device(100), built in an area which monitor objects exist, processes a signal to transmit the processed signal by photographing the objects while revolving in a fixed revolving angle. A maintaining device(200) displays a video signal on a screen while monitoring the objects, by detecting a present location of the monitoring device and receiving the transmitted video signal. Wired/wireless communication networks(300) transceive signals between the unmanned monitoring device and the maintaining device.
