PROBLEM TO BE SOLVED: To release antimicrobial activated molecules having microbial resistance into the air of a room and prevent indoor air pollution by mold, or the like, by covering the surface of a substrate with a granular antimicrobial material through a binder and covering the surface of the antimicrobial material with a polymer membrane that can permeate antimicrobially active molecules. SOLUTION: A supply air blower 15 that generates supply air in a supply air duct, an exhaust air blower 16 that generates exhaust air, a heat exchanger 17 that exchanges heat between supply air and exhaust air and a controlled release element 18 are provided in a heat exchange and ventilation device body 13. The controlled release element 18 is made by covering the surface of the substrate with a granular antimicrobial material through a binder, and covering the surface with a polymer membrane that can permeate antimicrobial molecules. When an operation switch is turned on, both blowers 15 and 16 start operating, performing heat exchange and ventilation through the heat exchange 17. On this occasion, supply air from the exterior to the interior passes through the controlled release element 18 via the heat exchanger 17, releasing slowly antimicrobial molecules.
