PROBLEM TO BE SOLVED: To smoothly form a sprayed layer by mixing a water absorbing agent in a spraying material constituted of a soil material and viscous soil mainly made of bentonite for water absorption. SOLUTION: A soil material, viscous soil A mainly made of bentonite as a low-water permeability material, and a water absorbing polymer P serving as a water absorbing agent absorbing the moisture of sand are stirred by a mixer 20 to generate rustling viscous soil 5. The viscous soil 5 is put in a stirring machine 6 and stirred, it is sent to a spraying machine 2 and is stirred by a stirring machine 2b, and it is shifted toward an outlet by the rotation of blades 7. The rustling viscous soil 5 is sprayed from a nozzle 14 by the pressure of a compressor 10. A prescribed quantity of water is also sprayed onto a sedimentary layer from the nozzle 14 during this spraying process, and the viscous soil 5 is deposited to form an impervious layer 1. A spraying material is not clogged in the spraying machine 2, and the spraying work can be smoothly conducted.
