PROBLEM TO BE SOLVED: To obtain a composition having high flame retardancy without detriment to the characteristics of products made therefrom by blending essential constituents comprising an epoxy resin having at least two epoxy groups in the molecule, a curing agent, and a compound having cobalt atoms. SOLUTION: The curing agent used preferably comprises a compound or resin having at least two phenolic hydroxyl groups. It is desirable to use the compound having cobalt atoms in the form of a metal complex or metal oxide. The metal complex which is more stable when a chelate ring is formed can also be used in the form of a metal chelate. Any one of mono- to pentavalent oxygen compounds of cobalt other than usual cobalt oxides such as cobalt monooxide and dicobalt trioxide can be used. The practical amount of the compound having cobalt atoms blended is preferably 0.01-1 pt.wt. based on 100 pts.wt. total of the epoxy resin and the curing agent.
