PROBLEM TO BE SOLVED: To obtain a polymerization initiator system useful for preparing a polymer with a narrow molecular weight distribution and a controlled molecular weight. SOLUTION: A preparing process comprises a living, radical polymerization of a vinyl monomer in the presence of a polymerization initiator system consisting of (A) a transition metal carbonyl complex containing a ligand of a hydrocarbon which may have a substituent, (B) a halogen compound, and (C) a Lewis acid. The ligand involves cyclopentadienyl ligands; the halogen compound (B) involves halogenated hydrocarbons, halogen-containing esters, and sulfonyl halides; and the Lewis acid (C) involves alkoxides of metals such as Al, Ti, Zr, and Sn. The transition metal carbonyl complex (A) is expressed by the formula: M1L(CO)iX1j (wherein, M1 is a transition metal element in the Groups of 6 to 10 in the periodic table; L is the aforementioned ligand; X1 is hydrogen atom, a halogen atom, or a pseudohalogen group. (i) is an integer of 1-5 and (j) is an integer of 0-4).
