PROBLEM TO BE SOLVED: To provide a cushioning plate made of paper of which the bending strength is improved, and at the same time, which presents an excellent cushioning function. SOLUTION: Single faced corrugated fiberboards 10A and 10B are transferred in the directions Fa and Fb being orthogonal to the extension directions of the step sections of respective internal core papers 13 and 14, and in the transfer process, an adhesive B is applied to respective step top sections 13a of the internal core paper 13 of one 10A of the single faced corrugated fiberboards, and respective step top sections 13a are brought into contact with a liner 12 of the other single faced corrugated fiberboard 10B each other, and while keeping the contact state, dry air is forcibly made to flow between an air blowing port 33 and an air suction port 34 which are arranged on both sides in the width direction, in a gap which is partitioned between the internal core paper 13 and the liner 12, and the adhesive B is dried, and thus, the liners 11 and 12, and the internal core papers 13 and 14 are alternately superposed and affixed, and this cushioning plate 10 made of paper wherein the directions of the step sections of the internal core papers 13 and 14 are in parallel with each other, is obtained.
