PROBLEM TO BE SOLVED: To provide a stretchable knit or woven fabric resistant to excessive shrinkage in the treatment after knitting or weaving, easily usable for clothes, etc., comfortable to wear and enabling easy control of the stretchability and provide a fancy twisted yarn suitable for the production of the stretchable fabric. SOLUTION: The fancy twisted yarn 1 is produced by fixing a decorative yarn 4 to a core yarn 2 with a fixing yarn 3. The core yarn 2 and the fixing yarn 3 are composed of soluble fiber yarn. The decorative yarn 4 is a covered elastic yarn produced by covering an elastic yarn 40 with a covering yarn 42 and is aligned to the soluble core yarn 2 in relaxed state essentially without extension. The soluble fixing yarn 3 is false-twisted in the direction same as the twisting direction of the covering yarn 42 relative to the elastic yarn 40 of the covered elastic yarn constituting the decorative yarn 4. The stretchable knit or woven fabric can be produced by knitting or weaving the fancy twisted yarn 1 and dissolving and removing the soluble core yarn 2 and the soluble fixing yarn 3 in the fancy twisted yarn 1.
