PROBLEM TO BE SOLVED: To prevent degradation of fuel consumption or operability in an internal combustion engine, when an intake control valve of the internal combustion engine gets inoperable due to lack of a negative pressure necessary for operation of the intake control valve. SOLUTION: In this controller, a negative pressure generated in an intake passage 32 of an engine is stored in a vacuum tank 57, while first and second actuators 46, 49 actuated by the negative pressure in the tank 57 operate an opening/closing valve 45 and tumble control valves(TCVs) 48. In response to operation request of the opening/closing valve 45 and the TCVs 48, a map used for calculating the engine control amount used in time of operation control for the engine is changed over. When the negative pressure in the vacuum tank 57 is insufficient for operating the opening/closing valve 45 and the TCVs 48, a map corresponding to the inoperable state of the opening/closing valve 45 and the TCVs 48 is selected and used as the map for use in the calculation of the engine control amount.
