PROBLEM TO BE SOLVED: To reduce in size an overall combustion equipment by lowering heights of a fluidized bed furnace and a secondary combustion furnace. SOLUTION: An RDF is burned in a fluidized-bed furnace 1. A fluidized medium to be exhausted from the furnace 1 is separated from combustion gas by a cyclone 2, captured, and the captured medium is returned to the furnace 1 through a fluidized medium circulating passage 3. An unburned component of the combustion gas output from the cyclone 2 is burned in a secondary combustion furnace 4 provided at a tail flow side of the cyclone 2. The RDF having 1 of a ratio of a volatile amount to a solid carbon amount is used. A gas flowing speed in the furnace 1 is set to 4 to 6 m/s, and a temperature in the furnace 1 is set to 600 to 1,000 deg.C.
