PROBLEM TO BE SOLVED: To provide a simple forming method of a hydrophilic coating film excellent in durability and a coated product in which the hydrophilic coating film obtained by such forming method is set as a top coat layer. SOLUTION: A forming method of a hydrophilic coating film forms a dried film composed of a coating agent containing a metallic chelate compound on a base material, and subsequently photolysis of the chelate bond is performed by irradiating the coating film with an active energetic ray. Further, a coated product comprises the hydrophilic coating film formed by this method set as a top coat layer.
