PROBLEM TO BE SOLVED: To improve the product yield and working efficiency by using those having at least two heat contraction ratios as the weft of a strip plain weave fabric woven by warp and weft, and thermally contracting a base cloth cylindrical body formed by winding the strip plain weave fabric on a rubber pre-form. SOLUTION: A base cloth 10 is formed of a strip plain weave fabric woven by warp and weft, and those having at least two heat contraction rates are used as the weft so as to provide a strip body having two or more different heat contraction rate properties. The heat contraction rate of a weft 100a constituting a first strip body 10a arranged so as to be located in the valley part of a bellows is set larger than the heat contraction rate of the weft 110a constituting a second strip body 10b arranged so as to be located in the mountain part of the bellows. According to this, a base cloth cylindrical body 10' can be easily deformed into a shape laid along the form of the bellows-like wall surface part of the bellows only by imparting a heat thereto, and the yield and working property can be improved.
