PROBLEM TO BE SOLVED: To develop a banking having a steep gradient inexpensively and efficiently. SOLUTION: In this method, a steep banking is constructed by accumulating a banking material 3 and a reinforcing geogrid 20 alternately. When scattering rolling work of the banking material 3 in the steep banking and spreading work of the reinforcing geogrid 20 are done, a scope of the scattering rolling work of the banking material 30 is expanded up to a front face of a slope 5a of the steep banking 5 so that a pressing banking 7 having a gentle gradient is provided on the front face of the steep banking 5. Next, the pressing banking 7 and the steep banking 5 are formed as an integrated banking to construct a banking up to a planed top end height of the steep banking 5, and then the pressing banking 7 is cut out by a predetermined bed lowering layer thickness along a slope 5a position of the steep banking 5. On the other hand, the pressing banking 7 is removed by applying spraying on the slope 5a of the steep banking 5 exposed due to the cutting out work to construct the steep banking in which the exposed slope 5a is covered by spraying work.
