PROBLEM TO BE SOLVED: To provide a machining tool capable of applying one-time arbitrarily easily tearing machining to a winding tape in a process for simply rewinding or winding the winding tape without providing a specific machining process. SOLUTION: Rotating shafts 2 are extended from both the ends of rotors 4 in a cylindrical shape at its outline, respectively. A pair of machining bodies formed by journaling the rotating shafts 2 on supporting frames 4 are provided. The rotating shaft 2 of each rotor 1 is placed on the same plane in such a way that the space of one rotating shaft of both the rotors is widened compared with the space of the other rotating shaft. At least on the outer periphery of one rotor hard fine protrusions 3 are provided by aggregating densely. In addition, the circumferential surface of a winding tape 7 is abutted to the circumferential surfaces of the pair of rotors 1. The winding tape 7 is wound or rewound with a machining tool 6 pressing against the central part of the winding tape 7.
