PROBLEM TO BE SOLVED: To measure the concentration of an effective component in circulating water in a cooling-water system and to monitor the concentration by measuring the concentration of a chemical for water treatment in the circulating water by a chemiluminescence method in a cooling water system having at least a cooling tower and a heat exchanger. SOLUTION: A ruthenium complex solution containing a ruthenium complex and the ammonium nitrate salt of cerium and a carrier solution are supplied by pumps 1, 2 respectively. The ruthenium complex solution is oxidized continuously in an oxidation reactor 4 and supplied to a detector with a mixer 5. The carrier solution is added with a definite amount of specimen water from an injector 3 to be supplied to the detector. In the detector 5, the carrier solution, the specimen water, and the solution are mixed and reacted to generate luminescence. The luminescence is detected by the detector 5, and the intensity of the luminescence is recorded in a data processor 6. In this way, the concentration of an effective component can be measured directly, easily, promptly, and accurately.
