PROBLEM TO BE SOLVED: To obtain the subject cosmetic having sustainable ultraviolet-screening effect, excellent in waterproofness, sebumproofness, and useful as a foundation, a sunscreen preparation, a cosmetic substrate or the like by including a specific silicone compound and an ultraviolet-screening agent. SOLUTION: This cosmetic is obtained by including (A) preferably 0.1-90 wt.% of a compound of formula I (R1 to R5, R7, R9, and R10 to R12 are each OH, a 1-20C alkyl or phenyl; R6 is a 1-20C fluorine-substituted hydrocarbon; R8 is OH; l is 0-20,000; m is 1-20,000; n is 0-2,000; one or more of Rs excluding R6 is/are OH and each siloxane unit is polymerized at random) and (B) preferably 0.5-50 pts.wt. of at least one kind of an ultraviolet-screening agent. The component B to be used is such minute-particle titania coated with silica alumina as to be treated with octyl trimethoxysilane.
