PROBLEM TO BE SOLVED: To supply stable back up steam with little pressure fluctuations, reducing cost and installation space and saving energy. SOLUTION: A plurality of once-through boilers 12 are used for supplying back up steam. The steam generated by each once-through boiler 12 is gathered to a primary header 14 by a supply pipe 13 and is supplied to a header (secondary header) 8 from this primary header 14 through a plurality of supply pipes 15. Each supply pipe 15 is provided with a pressure control valve 16, comprising a pressure reducing valve or self-actuated pressure regulating valve therein.
