PROBLEM TO BE SOLVED: To obtain the subject cosmetic excellent in waterproofness, sebumproofness, and sustainability of physiologically active ingredient effect, and useful as a foundation, a lip coating preparation, a hair coating preparation or the like by including a specific silicone compound and physiologically active ingredient(s). SOLUTION: This cosmetic is obtained by including (A) preferably 0.1-90 wt.% of a compound of the formula (R1 to R5, R7, R9, and R10 to R12 are each OH, a 1-20C alkyl or phenyl; R6 is a 1-20C fluorine-substituted hydrocarbon; R8 is OH; l is 0-20,000; m is 1-20,000; n is 0-2,000; one or more of Rs excluding R6 is/are OH and each siloxane unit is polymerized at random) and (B) preferably 0.1-50 wt.% of at least one kind of physiologically active ingredient (e.g. hibiscus essence, lycopene). This cosmetic is useful as a milky lotion, cream, lotion, or the like.
