PROBLEM TO BE SOLVED: To make it possible to suppress the voltage drop by activation overvoltage and to improve decomposition efficiency at the time of electrolysis of water by implanting prescribed element ions into an electrode material. SOLUTION: An electrode film is first formed on an electric substrate by a spin coating method, etc., in order to manufacture the oxygen generation electrode used for the electrolysis of the water. Mesh of carbon fibers, a glass substrate coated with an ITO film, etc., are used as the electrode substrate and metal, such as platinum, palladium, iridium, rhodium or nickel, or metal oxides, such as RuO2, TiO2, (Ti, Ru)O2, (Ti, Cox)O2, (Ti, Mnx)O2, and NiO, are used as the material of the electrode film. The most active electrode material is a RuO2 film. The ions of the electrode component elements, for example, ions of Co, Ru, O or Ti, are implanted to the electrode film. The quantity of implantation is specified to the extent at which the surface of the electrode film attains an amorphous state.
