PROBLEM TO BE SOLVED: To provide more efficient work for carrying commodities in and out of shelves by using free location management in which there is no fixed storage locations in the shelves in containers. SOLUTION: When a container storing a plurality of commodities is carried in a storage section R, one of empty storage locations where no containers are stored in the storage sections R are selected as a container storage location corresponding to set selective conditions for executing free location management to store the container in the selected storage location.
