PROBLEM TO BE SOLVED: To dispense with a conventional large-sized pressure plate and form an anchor fixation part by a simple structure in a permanent anchor to be embedded in the ground for stabilizing a sloped ground surface in which the ground is likely to loosen and reinforcing a retaining wall and an anchor construction method therefor. SOLUTION: A tendon 4 arranged in a hole 3 digged over an immovable layer 2a and a movable layer 2b with a clearance, a fixing body provided in a lower end part of the tendon and arranged in the immovable layer, and a fixing body 5 provided on an upper end part side of the tendon and arranged in the movable layer are provided. This non-pressure plate anchor also consists of a pressure support pipe 6 which is arranged between the fixing body 5 in the movable layer and a fixing part A of an upper end part of the tendon and transmits tensile reaction force of the tendon after tensioning the fixing body 5 in the movable layer.
