PROBLEM TO BE SOLVED: To provide an apparatus for producing a fluorescent substance paste composition (hereinafter referred to as a fluorescent substance paste) capable of stably producing the fluorescent substance paste good in dispersibility of the fluorescent substance, scarcely deteriorating the light emission luminance in a production process and having a high luminance. SOLUTION: This apparatus for producing a fluorescent substance paste is obtained by coating a part to be brought into contact with a raw material for the fluorescent substance paste in a stirring part with a ceramic membrane in the apparatus for producing the fluorescent substance paste comprising a treating vessel for housing the raw material for the fluorescent substance paste, the stirring part located in the treating vessel and capable of kneading the raw material for the fluorescent substance paste while applying a shear force to the raw material for the fluorescent substance paste and a driving part for driving the stirring part.
