PROBLEM TO BE SOLVED: To provide an inorganic coating agent which can give a coating film improved in weathering resistance and adhesion to an organic coating film. SOLUTION: The coating agent is prepared by adding a carbon powder to the three components of (a) a silicon alkoxide composition mainly consisting of a silicon compound represented by formula I: (R1)mSi(OR2)4-m(wherein each R1 is methyl, ethyl, or phenyl; each R2 is a 1-8C alkyl; and m is 0-2) and/or a partial hydrolyzate thereof or an organosilane silica dispersed oligomer solution prepared by partially hydrolyzing a hydrolyzable organosilane represented by formula II: (R3)nSiX4-n (wherein each R3 is a 1-8C hydrocarbon group; each X is a hydrolyzable group; and n is 0-3) in an organic solvent and/or water- dispersed colloidal silica, (b) a polyorganosiloxane represented by formula III: (R4)dSi(OH)eO(4-d-e)/2 (wherein R4 is a 1-8C hydrocarbon group; 0.2<=d<=2.0; 0.0001<=e<=3; and d+e<4), and (c) a curing catalyst.
