PROBLEM TO BE SOLVED: To carry out suitable tilling and land grading and leveling work corresponding to working conditions by controlling the vertical rotation angle of a rear cover and a leveler on the lower end of a rotary tiller. SOLUTION: In this tilling and land leveling device for tractors, a rear cover 3 capable of rotating upward and downward and a rear cover sensor 4 for detecting an angle of rotation of the rear cover 3 are installed in the rear of a tilling cover 2 covering the upper rotary periphery of a rotary tilling nail 1 and, on the lower end of the rear cover 3, a leveler 5 capable of swinging upward and downward by pressing the surface of tilled ground and a level sensor 6 for detecting an angle of swinging of the leveler 5 are installed and a lift controlling valve 8 in a hydraulic circuit for a lift arm 7 is controlled by outputs from inputs of the rear cover sensor 3 and the leveler sensor 6.
