PROBLEM TO BE SOLVED: To provide a method and a system for making transparent plate ice of required thickness continuously through simple process and facility while reducing the facility cost and running cost. SOLUTION: An endless steel belt conveyor 2 having an upper traveling section 3a inclining upward is disposed in a cooling chamber 1 provided with an air cooler 10. A spray header 7 having openings for spraying ice making water from above the upper traveling section across the width at the traveling section is provided in the way of the conveyor and a tank 5 for receiving the ice making water flowing through the upper traveling section of the conveyor belt is disposed under the rear end part of the conveyor belt. The tank is coupled with one end of a water supply pipe 6 having the other end coupled with the spray header 7 through a water supply pump 6a. Furthermore, the air outlet 13b of the air cooler 10 is coupled with one end of a cold air duct 14 for introducing a part of cooling air from the air outlet and the other end of the duct 14a is opened to the lower surface at the upper traveling section of the conveyor belt so that the cold air from the air outlet is delivered from the front side of the spray opening toward the rear end side of the conveyor.
