PROBLEM TO BE SOLVED: To detect abnormality after start of charging. SOLUTION: An abnormality detector has an AC/DC conversion means which converts AC into DC and supplies it to a battery 33, a voltage phase detection means which performs the determination of zero-cross on/off, based on the commercial power voltage of a commercial power source 32 and detects the voltage phase of the commercial power voltage, a first current detection means which detects the AC flowing in a coil, a second current detection means which detects the DC supplied to a battery 33, a command generation means 91 which generates an AC command, a switching signal generation means 93 which generates a switching signal, based on the AC current command and the detection result by the current detection means, and an abnormality detection means 92 which detects abnormalities, based on the AC command and the detection result by the first current detection means.
