PROBLEM TO BE SOLVED: To record information of, e.g. recording date and time onto a magnetic recording tape in characters together with a video signal. SOLUTION: The magnetic recording and reproducing device is provided with a recording section 12 that writes a video signal onto a magnetic recording tape 14, a reproduction section 13 that reproduces the video signal written on the magnetic recording tape, a microcomputer (control section 11) that receives the video signal, controls a recording section 12 recording the video signal onto the magnetic recording tape 14, controls the reproduction section 13 that reproduces the video signal written on the magnetic recording tape 14, builds in a character generator section 15 that outputs the video signal and displays an OSD by the video signal and superimposes the OSD on both the video input signal and the video output signal with a program.
