SOLUTION: The electrifying member is brought into contact with a body to be electrified and voltage is applied between the electrifying member and the body to be electrified to electrify the body to be electrified. At least the surface of the member brought into contact with the body to be electrified is formed from a surface layer 3 obtained by adding an additive comprising a fluorine or silicon-containing block copolymer having fluorine- or silicon- containing 1st blocks and fluorine- and silicon-free 2nd blocks to a binder.
