MOVEMENT COMPENSATION PREDICTION DECIDING CIRCUIT

PROBLEM TO BE SOLVED: To decide a mode optimal to the whole coding information by excluding a predicting mode corresponding to a difference absolute value sum (IPP) from the object of a predictive mode selection when the smallest difference absolute value sum among inputted difference absolute value sums (FP, BP) is larger than a threshold value. SOLUTION: AE devices 103 to 106 calculates the respective difference absolute sums (IP, FP, BP and IPP) of Intra prediction, Forward prediction, Backward prediction and Inter-Polation prediction to output. When the smallest difference absolute value sum among the inputted FP, BP is larger than the threshold, comparators 107, 108 and an MIN device 109 outputs a control signal SEL. A selector 110 excludes a predictive mode corresponding to the IPP from the objects of a predictive mode selection with this control signal SEL. Thus, optimal mode can be decided with respect to the whole code information.
