PROBLEM TO BE SOLVED: To prevent entering/leaving from being not permitted or a fare from being doubly drawn by enabling a radio card whose writing processing is not completed to be written at the time of entering/leaving in an automatic ticket gate. SOLUTION: At the time of judging entering/leaving by the combination of plural radio cards 100, peculiar information on respective radio cards 100 whose combinations are judged are recorded in a RAM 24. If the radio card 100 whose writing is not completed is exhibited again when the radio card 100 whose writing of a judgment result is not completed exists, a writing processing is executed only on the radio card 100 whose writing is not completed with peculiar information recorded in the RAM 24.
