PROBLEM TO BE SOLVED: To potently protect a copyright holder by controlling the recording of information signals to a recording medium in response to the charging situation as well as the result of comparison obtained between an identifier of the detected information signals and the identifier of the information signals which are stored in a recording history storage means. SOLUTION: A system control part 15 retrieves a duplicating history information memory 17 and collates an ISRC that is recognized as an identification signal of the duplicating object information with a track number. Then the ISRC and the track number are recorded into the memory 17 when an identification signal of new information signals is confirmed and these information signals are duplicated with control of a recording control part 12 and a write encoding part 13. If it's decided that the information signals are already duplicated in the past and also that the charging is approved by a user via a charging authentication part 18, the ISRC serving as the identification signal of the information signals to be duplicated and the track number are written into an IC card 30 by a card reader/writer 19 and the information signals are duplicated.
