PROBLEM TO BE SOLVED: To prevent the defect of image quality like a vertical stripe from occurring by irregular potential generated because a foreign matter such as toner or additive adheres to a holding member holding an ionic conductive medium. SOLUTION: This electrifying device 2 is provided with contact members 21 and 22 being in contact with an image carrier 1 on an upstream side and a downstream side in the moving direction of a member to be electrified, and provided with a side seal member 23 at both ends in a direction orthogonal to the moving direction of the member. By holding the liquid type ionic conductive medium 25 in an area 24 surrounded by the contact members 21 and 22 and the side seal member 23 and applying voltage to the medium 25, the member is electrified.
