PROBLEM TO BE SOLVED: To enable use for a general communication line having a simple constitution by transmitting a physical address to be set and a desired network address to be set to a network by broadcasting, receiving a physical address and a network address sent by a setting device, and setting network addresses according to them. SOLUTION: A transmitting and receiving means 11 adds transmission-source Internet protocol(IP) addresses and ports and transmits the IP addresses and physical addresses as data by the user datagram protocol(UDP). Namely, the means 11 broadcasts the physical address and IP address of a desired Ethernet(R) device to be set. At this time, a transmitting and receiving means 32 keep the UDP port open. An address setting means 33 reads a dummy IP address out of a memory 31 and sets it as the IP address of an Ethernet device 30. The transmission and receiving means 32 waits until the physical addressed to own's one is obtained.
