PROBLEM TO BE SOLVED: To shorten processing time and to lighten the process load by saving pieces of time-base data, and selecting and outputting time-base data, corresponding to transmit data assigned to a tone among the saved pieces of time-base data. SOLUTION: When divided transmit data are inputted to a QAM encoder 112 having four signal points, the respective transmit data can be assigned to the signal points. The phases of the signal points are regarded as the phases of three tone signals, which can be put together and outputted to obtain data showing a time-base waveform. The transmit data which are thus assigned are inputted to a data converting means and then, for example, '00' is assigned to a 16-th tone, so that time-base data which has a +45 deg. phase showing '00' is selected with the 16-th tone. Consequently, frequency-axis data can be converted into data showing the time-base waveform.
