PROBLEM TO BE SOLVED: To provide an inclination setting rotary laser of a laser surveying instrument in which a laser beam can be projected at an arbitrary angle to the horizontal plane. SOLUTION: A laser projector projects a laser beam, an inclining means makes the laser projector inclinable in at least one direction, the first optical system of an inclination detecting means directs the light from a light source toward a liquid member 600, a light receiving means receives the light reflected by the liquid member 600, a second optical system introduces the light reflected by the liquid member 600 to the light receiving means, a processing means 16 operates the inclination based on a light receiving signal received by the light receiving means and the inclining means is driven based on the operated inclination to set the inclination of the laser projector.
