PROBLEM TO BE SOLVED: To provide a sound absorbing material which has a prescribed rigidity as well and an excellent sound absorbability while having elasticity by eliminating such inconvenience that the sound absorbing material formed by using glass fibers is hardly recyclable and destroyable. SOLUTION: The sound absorbing material 1 is formed by mixing a binder with a base material consisting of organic short fibers, using such base material as a blank and heating this blank, thereby melting and integrating the binder. The deflection quantity of the other end side 1B when the one end side 1A of the sound absorbing material 1 is fixed onto a flat surface 30 and the other end side 1B is overhung to an outer side from the terminal of the flat surface 30 and is deflected by its own weight is set at <=1/4 the overhanging length.
