PROBLEM TO BE SOLVED: To keep warm a flash chamber efficiently by a simple structure. SOLUTION: A steam passage 2 is constructed to introduce a primary steam flowing through a steam pipe 1 into a flash chamber 9 on a secondary side through an orifice 3, to expand adiabatically and vent it from an opening 7 through a heat reserving chamber 10 and a control valve 5. Sensors 11, 12, 13, 14 are provided to detect pressure and temperature of the primary steam and pressure and temperature of a secondary steam, respectively. A controlling and computing portion 15 is provided to control an opening of the control valve 5 so that the secondary steam is superheated on the basis of pressure and temperature of the secondary steam detected by the sensors 13, 14, and to compute dryness of the primary steam on the basis of pressure of the primary steam and pressure and temperature of the secondary steam detected by the sensors 11, 13, 14 in the superheated state of the secondary steam. The flash chamber 9 can be kept warm efficiently in a simple structure by being kept warm by the secondary steam in the heat reserving chamber 10.
