PROBLEM TO BE SOLVED: To provide a voice recording and reproducing device capable of making the contents of the communication executed till then normally restore even when batteries are carelessly disconnected during the communication. SOLUTION: This voice recording and reproducing device is provided with a storage part 14 at least having a voice data area and an index information area, a system control part 12 which controls the writing of the voice data converted into a digital signal and index information concerning the voice data with respect to the storage part 14 and which controls the the reading of the voice data based on the index information concerning the voice data which are stored in the part 14, a lid opening detecting means detecting the state that the lid of a battery housing part which accommodates the batteries is opened, and an interface part 10 for communicating with a personal computer 9. When a signal indicating that the lid has been opened is supplied from the lid opening detecting means during the device is in a communication mode performing the communication with the personal computer 9, the device completes the communication operation to enter a low current consumption mode.
