SOLUTION: When drag is started from an aircraft display area 31 and is dropped in a left backward pushback instruction menu display area 32, left backward pushback instruction contents are outputted to a control instruction selection part. Then, when the drag is started from the area 31 and is dropped in a right backward pushback instruction menu display area 33, right backward pushback instruction contents are outputted to the control instruction selection part 21. When the drag is started from the aircraft display area 31 and is dropped in a pushback standby instruction menu display area 34, pushback standby instruction contents are outputted to the control instruction selection part and the selected instruction contents are appropriately transmitted to an instructed aircraft.
